mkdir /newusr
mount /dev/newpartition /newusr
(cd /usr && tar cf - .) | (cd /newuser && tar xf -)
mv /usr /oldusr
mv /newusr /usr
rm -rf /oldusr

Worked for me, upon several occasions, with several different distributions.
