We have a winner. Some genius decided that networking should be started
before cardmngr. Works rather well. Soultion is to add/change the link
in /etc/rc2.d/ for dhcpcd, networking, or network (depending on
version/preference, etc)
Something like
/etc/rd2.d/# ln -s /etc/init.d/dhcpcd ./S20dhcpcd
