This is not a WinModem is it or a PnP ?
Does it have jumpers on it to change the IRQ/PORT information  if it is
internal ?
Can your machine recognize the /dev/cua2 and /dev/cua3 if the modem is not 
installed ?

You could go back to Windows try and see if you can get it installed on COM1
or COM 2 instead and then try it out on linux.

You could also try the "makedev" or "mknod"  commands to see if you can 
create the /dev/tty2 devices yourself though I am not sure if that will work.
