What kind of Chinese you use, traditional Chinese or Simplied Chinese ?
If you use traditional Chinese, there are a lot of rpm files in
ftp://linux.sinica.edu.tw/pub2/CLE-0.5/CLE/binary/i386 , including an
emacs/mule. Maybe you can use alien to transfer them to .deb.

There is a Chinese xterm (called cxterm). It is very easy to install, 
you can find it in ftp://ftp.ifcss.org/pub/software/x-win/cxterm
Then you should no difficulty to use Chinese in mutt. 
By the way, ftp.ifcss.org(www.ifcss.org) is a site about Chinese software.
It is worth to browse it.
