can't edit color pixmaps

I got the color pixmaps for cow3 and opened them up with wordpad, and there 
are big pictures made up of symbols like these: % @ . + o O and more. I 
figured out which colors some of them make. Each one means a different color. 
So I figure I could rearange them to make different looking ships, right? 
Let's say the rom GA. Well, when I save the files it says on the netrek 
window "unable to read file pixmaps/rom/GA" or something like that. What's 
the problem?
