[VANILLA-L:1499] Migration to new vanilla-l list

I'd like to start the migration to the new vanilla-l mailing list
software.

I have some concerns.

First, on the new list should I start the message numbering where we
left off from the old list?

Right now we are at 1495, just preset the new mailing list to be 1500?

I'd also like to take the old subscribers and subscribe them to the
mailing list through the mail interface.

1. Then the user will get the "welcome" letter and a list of all the
commands the list accepts.

2. The user must confirm that they wish to be subscribe to the list by
replying to the "welcome" letter. This way we can weed out all those
people whose email are bouncing.

Any objects to this? 

Any concerns?

Until the cut-over is complete there will be 2 addresses for posting
to the mailing list vanilla-l@us.netrek.org and
vanilla-list@us.netrek.org. Both will work and continue to work
"forever".

The list is archived at http://vanilla.us.netrek.org/list, you will
have to drill the year/month directories. I'll clean it up later.

Any concerns here?

I'd like to do this by the end of the month if not sooner.
