remailing end_tourney.pl

I'm including a uuencoded copy of end_tourney.pl.  

In a test game on Tuesday on clue.ls, the INL Robot died in mid-game.  This
was with 2.9pl0, so it could be the crashing bug which was fixed in
2.9pl1.  If it helps any, the last message sent to the log was a WRN
message to an observer (Ri) about beaming armies.

Can we get a "let's-use-this-for-the-spring-INL" release out this weekend?
