Just tried this on the server.  It seems to work fine, and I got 25
Klingon ships up in CHAOS mode before my lunch time ran out.  Made a
nice explosion.  Using Cow 2.02.  I expect some testing may need doing
around player counts for the various queues, but I think we can manage
additional observer slots for Tom.
