My two cents, following on from Dave Ahn.
PGP is readily available for almost all distributions of Linux, which is
what this packaging is currently targetting. However it is only the US
based users you need to worry about; the non-US users can fetch the
non-US kit from Kurt and do not need to prove they aren't US based.
So, there are a few things that appear to be needed for the archive of
res-rsa that is provided on the US FTP servers ...
1) encryption of the archive to help prevent export,
2) a mention that an equivalent archive is available for non-US users,
3) a means by which US citizens can obtain the decryption key,
4) a readily available decryption program that US people can use.
1 = PGP,
2 = README file,
3 = Mail, we have it now,
4 = PGP.
