Carlos is looking into this for us.
He has reproduced it already.

I've also detected that ten updates per second removes the randomness
from gaining orbit around planets, because the ntserv process is what
does the lock navigation, and it does it at the update rate.

This needs to be clarified; should cloaking takers switch to 1u/s for
the duration of a take in order to randomise their orbit commencement,
or should we move the code to the daemon and have the navigation
decisions be made at 5u/s anyway, so as to bring back the previous
probabilities?
