observer update rate and timeout
Continuum has a problem of perpetually full observer slots.
These appear to be people who just log in and leave it going.
Comments sought on my ideas ...
- add an inactivity timeout; five or ten minutes of no messages nukes?
- allow an extra 12 slots (player numbers up to 32),
- force update rate down to two per second to reduce impact of extras.
(four slots at 10u/s is 40 packets per second, but 16 slots at 2u/s is
32 packets per second.)
