I have setup a few bitsurfers to dial in using voice (We don't have PRIs).
Using the init string at&f&c1&d2@b0=2%a4=1%a98=a%a2=95
and then dialing you must include the access number twice, seperated by an
ampersand (atdt3132086284&3132086284).
