My money is on LQM being enabled on the 4048 in Mod Config -> Answer 
-> PPP Options, or somewhere in Connection/Radius profiles.

If it's anything like the slow login issue in NT4, it's going to be 
related to the number of re-tries 95 makes to get MS-STAC compression 
on the link. 

Assuming this, 95 asks, the Max denies - and this goes round in a 
loop until maximum retries on the 95 client are hit, at which point 
95 gives up and goes onto IPCP.

I don't really see how Ascend can work around this, unless there is 
some way of the Max saying "Sod off, I do not support MS-CHAP, don't 
ask me again" to the 95 box, it will keep trying.

Just get them to switch it off.
