We see the same thing on the Max4k side. It normally is that the user has all three protocols checked or that the user does not have tcpip installed and bound to the dial-up adapter.

We are seeing problems with bitsurfers connecting to our TNT (rev
1.2Ap6). Most of these are Windows 95 users and get messages such
as 'Can't negotiate a compatible set of protocols', or 'Computer at
other end does not answer'. Watching the TNT status screen shows a
connection, protocol negotiation (MP, PPP, etc.) but a user name
never replaces the (?????) . Eventually the call disconnects. Analog
modems, Pipe 50/75s, and US Robotics ISDN connect just fine on the
same T1/PRI.
Any Ideas?
