Sounds like it would work. However, we are dealing with over 2K users and
they would have to buy ICQ, right? I don't think its free. I suppose as a
real bad solution, we could tell the users to log into the OpenVMS system
if they want a warning. The trap could trigger a reply/user warning to
their terminal device. I wish there was an easy way.

This is session timeout, not idle. We provide services to University
students. They know how to keep the connection busy. Some are on for long,
long periods which is why we are considering the session time limit.
