This used to be a major problem for us here, I use to upgrade boxes, and
smoke'em, But as of lateley this is now a dead issue. (Except I am still
loosing configs on upgrades).

I 2 experience this, Except with 4004's some arrive, And they are
just DEAD. No power, etc.. But this has gotten better over the past few
weeks.
