(ASCEND) USR Modems and MAX4000

I've been having problems with USR modems that connect at full speed
(i.e. 28.8 modems connecting at 28.8) being disconnected soon after
connection.  If these modems connect at lower than full speed (i.e. 28.8
modem connecting at 26.4) then things are good. This is happening with
USR modems, 28.8 and 33.6 modems. (Some indication that most if not all
of these are internal modems)

Has anyone else had similar problems?
I am using a Max4000 with software 5.0Ai4
