Problem:  USR Connection problems with the Ascend MAX/TNT.  Slowness,
disconnects, problems getting and staying connected.

Cause: The problem is caused from the LAPM error correction.  Modems
that have been reported with this problem are:  Several USR, Practical
Peripherals implementations of the X2 chipset, several Motorola
versions. This is mainly seen with early uCode releases.

Solution: Disable LAPM negotiation and allow the modem to use MNP5 as an
alternative. ATS15=128
