On single processor/single memory space systems like the Max 4000 and
Pipelines, one can never say what a certain limit is. As each tunnel is
built, it allocates memory. Also, as each normal IP route is placed in the
route table, it too allocates memory. As each call comes in or goes out, it
allocates memory. So the maximum number of tunnels is dependent on the
memory allocation of all the other processes, which is always a variable. 

I should think that unless you have an enormous route table, you should be
able to terminate at least 100 or so tunnels on a P130. But it depends.
