WWW is your friend. I went to the Ascend home page <http://www.ascend.com>
and used the search feature <http://www.ascend.com/search97cgi/vtopic> to
look up "BLUE" and found the following:
Question:
What is Blue Alarm Signal
Answer:
Blue Alarm Signal
A "Blue Alarm" AIS "All ones signal" is also referred to as a "Keep-Alive"
signal of an unframed all ones signal that is transmitted upon loss of an
input signal to the metallic repeater.
If the P130 receives a Blue Alarm, it means that an upstream repeater
(upstream meaning a unit that transmits it's signal towards the P-130) has
lost the input signal on it's receive side or is itself receiving a Blue
Alarm. It means that Telco has an open line towards the P-130.
Telcos use this alarm to find a dead repeater. Rain causes street
repeaters to go bad. A Blue Alarm does not in itself mean that the
repeater that is transmitting it is bad, rather that an upstream repeater
or cable is bad.
It is used to maintain the network repeaters downstream "Only on the Local
Loop" which keep the other T1 repeaters/regenerators from Oscillating,
which induces errors into the other T1 metallic signal level circuits
within the same repeater.
