(ASCEND) logins slow -- AGAIN

It has come to my attention that this slow login phenomenon is showing
up again.  From the Release Note:

Windows 95 clients took too long to connect to the MAX 4000.  This fix
introduced in: 5.0Ap8

When a Windows 95 client dialed into a Max 4000, the PPP negotiation
could take as long as 60 sec- onds. The negotiation process has been
streamlined so it completes in much less time.

This had indeed gone away at the Ap8 and subsequent patches, which I had 
confirmed by skimming through dumps myself.

I had understood that this "problem" is all to blame Microsoft's poor
implementation, not Ascend' at all*.  However, why does a workaround
once put in the place have to mysteriously be pulled back?

You can't tell my user to turn M$ compression off ; this is a problem
_precisely_ because there's a version of WindozeNT that CAN NOT turn the
cursed proprietary compression off.
