I have a special bank of a dozen old analog modems attached to 
serial ports on a terminal server just for this.

Any of my customers who have connection problems
because they still have only v.32 or v.FC modems
are asked first to upgrade/replace their modem, 
if they refuse they get the phone number for this modem bank.

The number is often busy, and when they do connect,
its almost never above 21kbps... but we _do_ give them a choice
they can spend paltry $100 on a new modem,
or live with the limitations of their outdated technology.
