I tracked this problem and found that the USR sends all zeroes for the RADIUS authentication vector when doing accounting, even if you set a key. The fact that this box works with other RADIUS servers casts alarming doubt as to whether or not these other servers (among them Merit's and USR's) actually authenticate RADIUS packets!
