(ASCEND) Keeping a p50 connected

I have client with Pipeline 50 that needs to always be connected so that
can receive inbound traffic. They are connecting to a Max 4048 on my end.
I currently can not make outbound ISDN calls due to a telco issue, (We are
in US Worst territory, what else needs to be said?) so I need to have some
way of keeping his connection up.

We've tried tricks like continuously pinging our server via the pipeline
or having them configure an e-mail client to check for mail every couple
of minutes, but they are not really happy with these solutions. I
promised them a connection that would stay up or reconnect imeadiatly if
it goes down. How can I deliver this?
