(ASCEND) USRX2 with KFlexServer

I've got a customer who bought a USR 56K modem, and is trying to connect
to my Max 4K (Ap20) with the Flex56 cards in it.  The customer is
getting random disconnects and spurratic speeds.  Is there some kind of
init-string to have the modem connect at a stable speed?  USR provides
no such info that I can find, and only respond that why would anyone
want to slow the modem down.
