The fix works for our Max 4030 - at least I've not seen any Disconnect Cause
Code 49s since I applied it to the Radius profile of each affected user.
The parameters I set were:

  Ascend-Base-Channel-Count=2
  Ascend-Maximum-Channels=2

Not sure if the latter really makes any difference.  Also, I've got
Framed-Protocol set to PPP for each user.
