(ASCEND) DOV: 4048 call routing

givens: we have a max4048, using one PRI (23B+D), with all modems
disabled (in other words, it supports only ISDN users).
there is only one phone number used to dial into the
PRI, and the last 4 digits are 5601.

the problem: we want to allow DOV (data over voice..tollmizer...etc)
connections, in order to avoid ISDN data usage charges.
however, as of now, a voice (tollmizer, etc) call results
in a busy signal (presumably because the 4048 does not
have anything to route the call to). if i enable one
of the modems, it will answer the call. i currently
have Ethernet -> Mod Config -> WAN Options -> Ans 1#=5601.
changing that number to various other things (garbage)
results in no change of the behavior of either voice
	     or data calls.

my theory: the provider of our PRI is not providing us with DNIS
	     information. they "think" they are.

my question: are there any other parameters/settings, other than the
single one that i mentioned above, that i should
 	     check/change?

thanks in advance for your time...
