(ASCEND) Dialin problems with 6.1.7 feik (fwd)

We used to have c=2 p=2 and other c=2 variants when MAX was having
a heavy load, especially heavy ISDN signaling load.

We had too much users/box, only 48 modems but 60/90 lines (2E1 or 3E1). 
The poor MAX had to say 200 times/s 'no, I don't have a spare modem' or 
whatever is a polite way to deny an analog connection ;-)

MAX also started to be slow in many ways. Removing the third E1 helped a
little, but only the purchase of several PM3s really helped ;-)
