If you really need 7.0, couldn't you hack your radius to get the old "Id
Auth=Prefer" behaviour? What would happen, if it uses this generic
pseudo-profile 

accept_call  Password="Ascend-CLID"
             Ascend-Require-Auth=Require-Auth

for every incoming radius request with Password "Ascend-CLID" if you
don't find a profile for the users phonenumber in your radius database??

I havn't tested this, but IMHO it could work for you.
