Ascend RADIUS (the free software) does not support proxy RADIUS.  This
would prevent it from proxying accounting from any system.

Ascend Access Control (AAC) does support proxy RADIUS.  In order for AAC
to properly log (and proxy) accounting packets, you would either need to
(a) make sure that the 3Com (USRobotics) Total Control system does not
include any USR Vendor-Specific attributes (VSAs) in the Accounting-Request
messages or (b) update the AAC dictionary to recognize the USR VSAs.
You should not need to do both.  I believe that (a) may be a configuration
option for the Total Control.
