This shows that the RADIUS server rejected the user.  "authcode = 3" means
that the server sent an Access-Reject packet meaning that authentication
failed.  "attribute 18" is the Reply-Message ("50 6c 65 61" is the first
four characters of the message returned by the server - "Plea").  

You need to check the log files or debugging information from the RADIUS
server (172.20.16.86) to see why the server is rejecting the user.
