sounds like the new subdivisions are being fed by a SLC,
(a digital Subscriber Loop Carrier) where the phone company
runs T1s to the SLC and then breaks it out once into the neighborhood.

The problem is usually that they take the remote end of the T1
and put it into a channel bank and convert to analog, then run that 
analog line to the telephone switch where it goes back to digital.
(any analog conversions will kill 56k modems)

They can run many more lines through the same switch this way
than if each T1 went straight into the switch.
