(ASCEND) Cisco 766 to TNT MPP failing

We have a client trying to get a Cisco 766 to connect to our TNT (2.1.3).
They're using NAT, so we're just assigning them a single IP. They connect
fine with PPP Multilink Off, but when they set PPP Multilink On the
connection fails with Cause 41 (PPP - LCP Negotiation failed. Raw TCP
started) and Progress 77 (LCP State Ack Sent).

The client is successfully using another 766 running an older version of
IOS and they have compared the configs and say that they appear identical
other than some things that seem to be different in the IOS versions.

Anyone have any ideas on this, or know of any problems in the current
version of IOS that may cause MPP to fail?
