(ASCEND) MAX 4048, PRI, Call Refused?

I have a MAX 4048 with 6.1.0, and it has 2 PRI's.....all has been fine
V.90 and all.  Earlier today it started rejecting calls when it reached 39
or 40  of the 46 maximum (which it usually reaches in the evening).....the
caller "hears" nothing but a busy signal, the max says: 
Call Refused
and then,
Far End Hung Up

Anybody seen this before? or have any ideas (I did reboot it....free
memory stays pretty steady at about 1 MB)
