I've only ever done this from BSD/OS 3.0 and Win95+DUN-1.2,
but I can say that the Max _appears_ to use a "first idle"
scenario to select the link on which to send a packet (or fragment)
such that a session with two ISDN B channels + a modem
would select whichever channel has been free the longest,
and might transmit packets something like this very simplified layout:
#1 -> Modem 1
#2 -> ISDN 1
#3 -> ISDN 2
#4 -> ISDN 1 (Modem 1 still in use)
#5 -> Modem 1
#6 -> ISDN 2
#7 -> ISDN 1
#8 -> ISDN 2 (Modem 1 still in use)
#9 -> Modem 1
[repeat until done]
