I saw this once and it was errors on a T1 caused by frame slips. The
symptoms were that surfing worked fine, but mail attachments and FTp had
problems.

Check these things:

1. Errors on the line(s).
2. Difference in LQM settings on each Max
3. Dump out the configs and run a compare on them
