It might be nice to have a Pause which freezes the whole server. This
should only be possible if you're the only player on _or_ the
administrator has set a flag to allow anyone to pause/unpause the
server. (If player A pauses, player B must be allowed to unpause it.)
The server should still handle connection attempts while paused, if
feasible.
