I think you have gotten hung up on the semantics. I proposed
the "meta-truth" as merely a name to ascribe to a file
that could reside in the map sub-directory. The main point
of having the files, indeed, is that the mapmaker can tailor
the natural laws and knowledge of the NPCs in their maps
in a fairly easy manner.

Yes. I think the purpose of any CF 'history' project would
be to coordinate a loose general picture. Again, I dont advocate
a rigid structure for the game, especially since there is
no endgame to build a history up around.
