This sounds a little misleading, so I'm just going to add a little to
clarify. VNC is *not* an X11 Server. It is simply a freeware version
of PC Anywhere (it's closest relative). Peter was correct in saying
that you can see an X desktop on a Windows machine or a Windows
desktop on an X11 machine.

I use it to manage the desktops here at work. It's very nice, since
you don't have to leave your office when someone calls up and says, "I
can't print from my computer!." You just hop on to the xvncviewer,
target their machine, and violla, you have their display on your
machine. You can take control of their keyboard and mouse. Caution,
it's not bug free.

There is also a version of the vnc viewer for svga displays in Linux.
You don't even need to run X to use it. VNC will not, however, allow
you to run a remote instance Netscape from your Linux box and display
it on your Windows box. You will need an X11 Server, such as the ones
he listed or XWin32, or something similar. I believe XWin32 does have
a student discount rate or a non-profit orginization rate.
