Everyone else has answered the other questions (so I'll leave them alone),
but I would propose one hardware requirement.

If this server is going to be something that people are relying on to do
their day-to-day business, then I would VERY STRONGLY recommend a tape
backup device of some kind. 

IMHO, that could very well be the most important hardware component in
your entire system.
