Having used some defect reporting systems in my seventeen years of
software engineering ... duplicate problem reports are costly, and can
only be addressed if there is some way of characterising the problem
so that the reporter (or the moderator) can identify the duplicates.
I went looking at the rsync defect list the other day and got rapidly
lost. I felt it was not appropriately moderated in this fashion.
