Don't think so.  Why not just use netaccess?  Use whatever technology works.

Unless you want to just _test_ the ban logic?  Why not just add a few lines
to newaccess.c so you see what it is doing?  The matching code is not callable,
you'd have to add to it.

Are you saying that the ban logic still doesn't work for you?

Have you thought of using XSG to cripple the offending player?
