Nobody proposed a new ranking system, so LTD_STATS uses compat mode where
it converts the appropriate entries to calculate offense, planet, bombing
and defense ratings.

It shouldn't be confusing.  It might make sense since both the server
and the client would be at 3.x

I originally planned to convert their old stats to the GA ship class while
also preserving rank.  But this is arbitrary.
