Usually not for people in the Directed Shares (also known as Friends and
Family) Program.

I know some folks who sold their shares at 290+ within the first couple of
hours.  Same situation with Red Hat Directed Shares participants.

Yes, this is true.  Employees and other insider investors usually have
minimum holding periods.  Directed Shares participants are usually considered
to be outsiders, though some do require a minimum holding period.  That
wasn't the case for RH and VA.
