It was a carefully considered design change.

That could be arranged, but then people would not be able to change it
at all.  I don't think anybody wants that.

No, you are wrong.  The client never sets it.  The client assumes it has
five updates per second by default.  The client you used does not send a
request to change to five if it has not yet changed it.

I think I should have another .sysdef parameter DEFSKIP which will be
the default value to use.
