[VANILLA-L:1431] Updates per second changed



It is configurable, just that the default in 2.9pl0 is the maximum,
which was a change from 2.8.

I have changed back the default for 2.9pl1 to be five instead ...

Changes committed back to CVS, but not yet tested.  I've made a
significant change to the .sysdef naming; it is now MAXUPDATE in updates
per second rather than MINSKIP in update skips per second.  I think this
is more understandable; expressing it as a frequency rather than a time
between updates.

A nice lunch-hour bit of coding.
