Actually it is a standard practice for an entire C.O. to be run microwave,
especially in areas where putting cable in the ground is quite expensive as
it would be in West Virginia.  In 3rd world countries and other rural areas
microwaves are used extensively. They can bring up channelized T1's between
the offices using microwave.  This microwave probably uses AMI and can't do
PRI.
A switch that does BRI doesn't necessarily do PRI either.  I agree that it
doesn't make much sense to do one without the other but our Nortel DMS-10
currently has the option to do BRI but PRI won't be available until late
next year.
