(ASCEND) disappearing modem cards

I have two of these beasts with disappearing modem cards.  Power-cycling
usually brings them back, but not always.  After a day or so, they return
to "Not Avail".

I tried moving the cards from slot to slot.  The cards that go out to lunch
are always in the same slot.  In other words, the problem stays with the
slot.

Clues?
