The MAX400X base has 64 HDLC channels available to handle "data" sessions.
Each ISDN call, and each channel of a nailed session use up one of
the available channels. In your case you are *always* using 20 channels
for the "20 channels of nailed lines", and then up to 60 additional
channels would be needed to support the 2 PRI (E1) with ISDN/data calls.
Modem calls do *NOT* use HDLC resources.
If you have 44 active data/ISDN calls, then you have used up all
available HDLC channels, and the MAX looks to see if you have any
additional HDLC slot-cards...hence the messages in debug - since you
don't have them. Slot cards is how you add HDLC channels up to 96/128.
