018 is (as long as we live in DSS1/NET-3,5 Space) "no user responding".
Either there is no device on the other end at all, or there are devices,
but those either don't mind answering on this MSN or this bearer capa-
bility. MSN is most typical ;) Next typical, if it happens all of a
sudden and worked before, the cleaning personnel effect (someone switched
off the box or unplugged a cable etc...).
